I usually recommend checking availability on a registrar first.
One thing to keep in mind is the “Free Domain” promos. A lot of Indian hosting providers will give you a .in or .com domain for free for the first year if you commit to a 12-month hosting plan. In that specific scenario, you are essentially “buying” the hosting first to trigger the free domain.
